This report focuses on planning initiatives throughout an eleven county region of the piedmont. The report provides general guidelines for constructing planning policies to address such issues as environmental impacts of growth, the need for urban renewal in central business districts, transportation, capital improvements in public utilities, and the need for better communication and collaboration between local governments.
